As many as 30 international educational institutions have collaborated to offer a new program, "Dream Start 2011", offering more than 35 students across India an opportunity to study abroad without paying any course fee.

"The program is estimated to offer course fee waivers in excess of Rs 4 crore," said the CEO of one of the leading overseas education consultancies in India, Oceanic Consultants, Naresh Gulati, talking to reporters here.

Mr. Gulati said it was a first of its kind initiative where some of the leading educational institutions from Australia, New Zealand and the United Kingdom had joined hands with any agency to award Indian students complete course fee waivers of this magnitude.

The partner institutions for the program include Carnegie Mellon University, Flinders University, Tafe South Australia, Edith Cowan University, UTS Insearch, University of Aberdeen, University of Salford, La Trobe University, University of South Australia, University of Ballarat, Waiariki Institute of technology, UCOL and NMIT.

The complete list of universities can be seen at http://www.dreamstart.com (or) http://www.oceanicconsultants.com.

Transparent processHighly sophisticated web - based technology has been developed to manage the program through a simple and transparent process, allowing students to search for a suitable course in any of the institutions and apply for the tuition fee waiver at their convenience.

It would also allow students to schedule appointments to visit the nearest Oceanic office, where "free of charge" services would be provided.

Head of International Marketing of the Perth - based Edith Cowan University (ECU) Callum Cowell said : "We are proud to continue our long engagement with India by supporting Oceanic's innovative Dreamstart 2011. Our university is genuinely enriched by Indian students and in return we are delighted to offer three Master's level places."
